GUIDELINES
TO THE OBSERVERS/ SPECIAL OBSERVERS
The Observers/Special Observers
who are deputed to various Institutions are requested to realize that they have
been entrusted with this important duty of representing the SBTET at
the examination centers to oversee the conduct of the examinations as per the
SBTET rules and regulations without any scope for malpractices or
irregularities.
The Observers/Special Observers should strictly adhere to the
following instructions and also any other issued from time to time by the
SBTET.
Before
the Examinations
The observers should
1)go through the instructions
issued to the Chief Superintendent in connection with the conduct of
Examinations to get himself/herself acquainted with the rules and regulations.
2)reach the institution one day
in advance and see that the arrangements of seating etc. are done as per the
specified norms.
Downloading
& Printing of Question Papers
3)The observer should be present with the CS at the time of downloading
and printing of the Question papers (EDEP system) and he/she should see that
the question papers are confidentially sent to the examination halls (After
down loading, the CS and the Observer shall check the Question Papers
pertaining to the Date, Session, Scheme and Branch etc., before they are issued
for distribution).
At the
Examinations - Distribution of Question Papers & Collection of Answer
Scripts
4)Among the Chief Superintendent,
Joint Chief Superintendent and Observers / Special Observers, at least one
should be present in each examination hall at the time of issue of Question
Papers and also at the time of collecting the answer papers at the end of
examination.
Timings
of the Examinations
The timings of the Examinations
are to be strictly followed and if any variations are noticed the observer
should bring such incidents to the notice of the Secretary immediately and the
same should be recorded in the report.
Allowing
the Students to the Washroom
Under any circumstances
students should not be allowed for Toilets within one hour after the
commencement of the examination and also one hour before the end of the
examination. In case of any exigency, a student may be allowed but an attender
may be asked to accompany him and watch for any forbidden activity. The PIN of
the student and the time he left for and returned from the wash room should be
recorded by the Assistant Superintendents. However, the letting-off the students frequently for Toilet is
to be discouraged.
The
slackness in the Invigilation
In case of any slackness in invigilation by Assistant
Superintendents, first bring it to the notice of the CS for rectification and
also record the same in the Observers’ report.
Collection
of Answer Scripts
5)The Observers/Special Observers
should be present at the time of collecting the written answer scripts from the
Assistant Superintendents by the Chief Superintendent and the scripts should be
sealed in his/her presence. The observer should also affix his signature on the
sealed covers.
Online
attendance posting
6) The observer should see that
the posting of attendance and generation of Packing slip must be online. Post
the session wise attendance through a button Session wise-Attendance placed
in the Observer’s Login.

Storage of Confidential material
7) The
observer should also affix his signature on the paper seal along with the Chief
Superintendent on the Almirah where confidential Question Papers/ answer
scripts have been kept.
Dispatch
of Answer Scripts
8)The observer should see that
the answer scripts are dispatched by the Chief Superintendent immediately after
the end of each subject examination. Any delay in the dispatch, should be
reported immediately stating the reasons for the delay.
Submission
of Observer’s Report
9)The
Observers/Special Observers’ report should be sent through online
only. The
URL is(http://apsbtet.net/DOFPPortal). Visit this portal and upload the reports. The userid is OBS
followed with three digit college code i.e. OBS028 and the password will be
sent to the Principal of the Polytechnic where the observer is discharging the
duty by SMS. Change the password immediately. The Hard copy may be retained
with the observer. The hard copy need not be sent
to the SBTET. Any discrepancy or irregularity noticed should
be immediately informed to the Dy. Secretary, Mobile nos.

Reporting
Deviations and Irregularities
10) The
Observer /Special Observer should observe whether everything is going on as per
the rules of the SBTET, AP, in conduct of the examinations. Any deviation
noticed, should be reported to the Secretary, S.B.T.E.T., AP, without any hesitation
as the reports will be kept confidential. The Observers may report any type of
major irregularity in conduct of examinations on the same day either by Phone
OR Telegram OR by a letter depending upon the situation and severity. Otherwise
the Observer/Special Observer will be held responsible for what so ever
happened during his period.
Creating Skype Account for CS
11) The
observer shall inform the CS of the polytechnic to down load the SKYPE, create
an account, add the Controller of Examinations as contact and keep ready for
conversation as and when the Board requires. The skype ID of the Controller of
Examinations is JSSBTETAP
Malpractice
Cases
12) The
detailed reports of the mal-practice cases are to be sent to this office by
the Chief Superintendent. In such cases the answer scripts are to be placed in
a separate sealed cover and sent together with all the reports.
TA Bill
Claims & Submission
13) The observer should submit the
T.A. Bill for the expenditure incurred with all the relevant vouchers and the
duty certificate from the place where he performs the duty as Observers/Special
Observer, along with the relieving orders duly counter-signed by the CS/Principal, to the Principal
(from where he/she is drafted for the observer duty i.e. polytechnic where
he/she works). The advance amount has already been sanctioned to meet the
expenditure for conducting the examinations and also to meet the T.A and D.A.,
for the Observers. The T.A. Bill of the Observers
for final settlement should be submitted to the Principal (from where he/she is
drafted for the observer duty i.e. polytechnic where he/she works).
NOTE:-
Any changes / revised instructions if any, will be intimated / communicated to
the Principals, and the same may be given wide publicity among the teachers and
the students community.
